Unfortunately it seems like you cant run it on Bubba.

http://oww.sourceforge.net/
Further more you might need to get an usb->serial adapter up and running on Bubba to be able to connect to the weather station.

There should however be a lot of other free linux alternatives for this (I think) A quick search on gave these fx:Weather Display for LINUX
Requirements: Red Hat 7.2, SuSE 7.3 or Mandrake 8.2 or later, and others

********System Requirements**************
The following are known requirements and a variety of Linux distributions that Weather Display Linux is known to run on. However, this doesn't mean that it won't work on any untested systems(OpenBSD, FreeBSD, NetBSD, Solaris, etc...)
*X windows running maby this ????
*Supported Weather Station(all supported in the windows version http://www.weather-display.com/supported.php except Dallas One Wire should work.)
* at least 30 mb of RAM
* 50 mb of hardrive space for system files, more for log files(about 150mb for every year of data).
* Log files, datafiles, and webfiles from the windows version can be copied and pasted into the Weather Display Linux and used as normal.
*Known (tried!) Working Distributions:
Slackware 10.0
Slackware 9.1
Mandrake 9.1
Mandrake 9.2
Debian Testing
Debian Stable (does require installation of libc6)
Fedora Core 1
Susie 8.2
Susie 9.1
Red Hat 9.0

Hi again,
The biggest problem with the weather-display software is that it is compiled and only run on X86 machinnes such as PCs. Bubba runs on an Arm CPU and cannot execute this application.
Then the X-part is also a problem. But that actually can be solved. Even though its not practical to do so.
